Regulatory Update | Certification for Malaysia’s Battery Energy Storage Products Is Imminent

Malaysia’s Battery Energy Storage (BES) market has taken a key step forward in its standardization process. In September 2025, SIRIM Berhad (Malaysia’s Standards and Industrial Research Institute) successfully hosted an industry dialogue session, inviting the Ministry of Investment, Trade and Industry (MITI) of Malaysia to attend the event. During the dialogue, the first edition of the Guidelines for the Certification and Labelling of Battery Energy Storage (referred to as the Guidelines) was officially released.

The Guidelines specify in detail the certification process, applicable standards, and labeling requirements for Malaysia’s battery energy storage products (BES). This marks a crucial step in ensuring the safety and compliance of battery products. For lithium battery products (covering UPS backup power supplies, traction batteries, portable device batteries, and stationary energy storage systems), compliance with designated international standards is required. Battery Energy Storage (BES) refers to rechargeable electrochemical energy storage devices used for storing and discharging electrical energy. The Guidelines apply to the following battery types:

 – Lithium-ion batteries;

– Lead-acid batteries;

 – Nickel-based batteries;

 – Other emerging battery technologies.

Currently, Malaysia has not yet implemented mandatory certification for all types of battery energy storage products. It is expected that relevant mandatory regulatory requirements will be phased in starting from June 2026.
