Latest requirements for new vehicle batteries in Malaysia

Effective on January 1,2026,Ministry of Investment, Trade and Industry of Malaysia requires all new battery for motor vehicles imported to Malaysia must obtain Approval Permit (AP) issued by the MITI for customs clearance. The No Objection Letter (NOL) shall not apply as of that date.

 

 

Changes in Malaysia’s Importation Requirements for New Motor Vehicle Batteries: 

MITI has changed the requirement from a No Objection Letter (NOL) to an Approved Permit (AP) for importing new batteries used for motor vehicle.

No Objection Letter is a certification document issued by MITI, applicable to
manufacturers applying for a provisional manufacturing license.

 

Approved Permit (AP) Application:

AP is an import/export permit issued by Permit Issuing Agencies (PIAs) under the Customs Act 1967, with MITI being one such agency. Importers shall apply for the AP through the ePermit system; it is valid for 6 months. Required Documents:

  • Classification Letter from Customs:
  • Application Letter;
  • Product Catalogue,
  • Invoice:
  • Technical Evaluation Report (TER)

*Note: The TER shall comprse UN 38.3, UN R100 (four tyres) or UNR136 (two tyres), as applicable, together with the relevant IEc lest Report)

 

According to P.U. (A) 117, the application for AP for new batteries is applicable to motor vehicles as well as reusable batteries (accumulators)starting with customs codes as 87.01, 87.02, 87.03, and 87.04, 87.05, 87.09 and 87.11. The customs code for batteries covers 8507.10,8507.20,8507.30,8507.50,8507.60,8507.80.
