Recently, the Thai Industrial Standards Institute (TISI) released a summary report of its public hearing on the updated standards for portable lithium-based and nickel-based secondary batteries, as well as power banks. Before issuing the new battery standards, TISI collected opinions from government agencies, civil associations, private enterprises, and the public between February 9, 2023, and April 10, 2023, to analyze the potential impacts of the standard updates on various sectors of society.
Collected opinions included:
A request for exemption from factory audits;
Extending the transition period for the new standards to one year;
A request for TISI to continue its current practice of allowing applicants to cover original product features in the certificate;
Concerns that the standard numbers are too long to be fully reflected on certain products, with a request for TISI to shorten the number or make the year optional;
TISI reviewed and responded to all of these opinions. However, the detailed implementation measures for the new standards will still depend on subsequent regulations to be announced. Ultimately, TISI decided to retain the full content of the draft standards.
In the report, TISI also emphasized the necessity of updating industrial product standards. The revised reference standards are better aligned with current production technologies, ensuring that portable lithium-based and nickel-based secondary batteries are regulated under law to protect consumer safety.
