Administrative Measures for Gradient Reuse of Automotive Traction Batteries

To strengthen the administration for gradient reuse of automotive traction batteries, improve the comprehensive utilization of resources and ensure the quality of batteries to be reused, the Administrative Measures for Gradient Reuse of Automotive Traction Batteries has been jointly made by Ministry of Industry and Information Technology, Ministry of Science and Technology, Ministry of Ecology and Environment, Ministry of Commerce and State Administration for Market Regulation, and issued on Aug. 27th, 2021. It shall be implemented 30 days after the issuance.

This Administrative Measures for Gradient Reuse of Automotive Traction Batteries specifies the requirements for enterprises and the products to be recycled in gradient pattern. The enterprises of gradient reuse shall evaluate the residual value of waste batteries according to the actual testing data from the tests as per relevant standards such as GB/T 34015 Recycling of Traction Battery Used in Electric Vehicle- Test of Residual Capacity, increase the utilization efficiency, and improve the usability, reliability and economy of reused products. It is encouraged to adopt advanced and applicable technologies and equipment to prioritize the gradient reuse of storage batteries at pack, module level, and the disassembly of pack and module shall comply with the standard GB/T 33598 Recycling of Traction Battery Used in Electric Vehicle- Dismantling Specification.

Products to be gradient recycled and reused shall have performance test verification, and their electrical performance and safety reliability shall meet the requirements of applied standards. There shall be barcode on such product, which is encoded as per GB/T 34014 Coding Regulation for Automotive Traction Battery. The product shall be marked with, but not limited to, rated capacity, nominal voltage, name of enterprise for gradient reuse, address, origin of product, tracking code, etc. And the initial code of the traction battery shall be preserved. The packing and transporting of the product to be gradient used shall comply with the requirements of relevant standards such as GB/T 38698.1 Recycling of Traction Battery Used in Electric Vehicle- Management Specification- Part 1: Packing and Transporting.

This document is jointly issued by 5 ministries, which shows that the country has attached importance to the gradient reuse of storage batteries. Meanwhile, it reflects the potential harzad to the ecological environment if there isn’t an applicable recyling solution for the massive-producted traction battery.
