Introduction

1. ANATEL Brief Introduction:

Portuguese: Agencia Nacional de Telecomunicacoes, that is Brazilian National Telecommunications Agency, who is the first Brazilian regulatory agency created through the General Telecommunications Law (Law 9472 of July 16, 1997), and supervised by Law 2338 of Oct. 7, 1997. The agency is independent in administration and finance and not affiliated to any governmental institute. Its decision can only be subject to judicial challenge. ANATEL has carried on the approving, management and supervision rights from Ministry of National Communications for telecommunication, technical skills and other assets.

2. ANATEL Certification:

On Nov. 30, 2000, ANATEL has published RESOLUTION NO. 242 specifying product categories to be mandatory and their certification implementation rules;

The publication of RESOLUTION NO. 303 on June 2, 2002 has marked the official launch of ANATEL compulsory certification.

OCD (Organismo de Certificação Designado) is the third-party certification body designated by ANATEL to conduct conformity assessment procedure of telecommunication products in the compulsory scope and issue certificate of technical conformity. The Certificate of Conformity (CoC) issued by OCD is the prerequisite only with which ANATEL approves the legitimate commercialization and issues COH certificate of the products.

On May 31, 2019 ANATEL published Act. 3484 Conformity Testing Procedure for Lithium Batteries Used in Mobile Phones with transitional period of 180 days, that is compulsory implementation from Nov. 28, 2019. The Law has replaced Act.951, acting as the newest regulation standard of lithium batteries used in mobile phones.
