Standards Explained | New CCC Certification Implementation Rules for Products like Power Banks

On May 31, 2026, the State Administration for Market Regulation (SAMR) officially issued the Announcement on Adding Mandatory Product Certification Standards for Power Banks and Other Products and Releasing the New Implementation Rules. The key points of the new rules are as follows:

1) More detailed requirements for certification bodies, certification personnel, and testing laboratories; meanwhile, specific obligations are defined for certification applicants, manufacturers, and production enterprises to ensure continuous compliance with CCC requirements.

2) A factory inspection checklist for battery materials and production quality management has been provided, which will serve as a guiding document for factory audits.

3) A standardized template for type test reports has been released, which will help unify report formats across different certification bodies.

  • From now until March 31, 2027, CCC certification activities may be carried out either under the old implementation rules (2025 version) or the new implementation rules, depending on the certification applicant’s preference.

  • Starting April 1, 2027, all CCC certification activities must be conducted in accordance with the new implementation rules.

  • Power banks and lithium-ion battery packs for power banks that have already obtained CCC certification under the old implementation rules must complete certificate conversion before April 1, 2027, by supplementing the required testing and inspection items according to the new rules.

  • Certificate conversion for lithium-ion battery packs used in portable electronic products will be completed through natural transition, such as product modification approval or certificate renewal upon expiry.

  • The new certification rules adopt the model of “Type Testing + Initial Factory Inspection + Post-Certification Supervision.”

  • The initial factory inspection includes evaluation of the factory’s quality assurance capability and product consistency verification.

  • Post-certification supervision may take the form of follow-up inspections, production-site sampling tests, market sampling tests, or a combination of these methods.

    In recent years, CCC requirements for power banks have become increasingly stringent. The release of the new certification rules, together with the new national standard for power banks issued in April, raises the compliance threshold to an unprecedented level. This change will phase out many small, weak, or non-compliant manufacturers, pushing the market toward higher quality, higher safety, and greater standardization. For compliant enterprises, this represents an excellent opportunity to enter or strengthen their position in the power-bank sector.
