In recent years, safety incidents involving power banks have occurred frequently, affecting daily life and safe travel. Particularly in public places(such as aircraft cabins), once a power bank catches fire or explodes,it poses a serious threat to consumers’ lives and property.
To address this,the Standardization Administration of China(SAC)under the State Administration of Market Regulation has issued a mandatory standard:GB 47372-2026 Safety Technical Specification for Power Banks, which will officially take effect on April 1, 2027. This dedicated standard raises safety requirements at both the power bank and battery levels.
General Requirements
Before the release of the new standard, power banks and their internal batteries must comply with GB 31241 Safety Requirements for Lithium-lon Cells and Batteries Used in Portable Electronic Equipment and GB 4943.1 Audio/Video, Information and Communication Technology Equipment -Part 1: Safety Requirements. After the new standard takes effect, power banks and their internal batteries must also meet all requirements of the Safety Technical Specification for Power Banks. For test items overlapping with GB 4943.1 and GB 31241,the provisions of the new standard shall prevail.
Power Bank Level
In addition to conventional control and protection functions,the following requirements are added:
Intelligent Management:Monitoring, recording, and reading internal battery parameters to provide users with clearer product status information, enabling early risk avoidance and appropriate response in abnormal situations.
Voltage Regulation: Program-controlled gradual reduction of the charging limit voltage of internal batteries, ensuring safer operation throughout the product’s lifecycle without significantly affecting user experience.
Abnormal Disablement: If battery voltage exceeds a certain threshold or remains excessively low for an extended period, the power bank circuit must activate protection and prohibit further use, preventing unknown risks.
Battery Level
Building on GB 31241, the new standard further strengthens battery safety requirements:
It enhances safety requirements and test methods for overcharge,compression, and thermal abuse, thereby improving protection under extreme operating conditions.It introduces new requirements for critical material control and production quality management, ensuring traceability and consistency throughout the design and manufacturing process.It also adds lithium plating detection and nail penetration tests. Lithium plating detection assesses lithium deposition at internal interfaces after long-term charge/discharge cycling, effectively identifying potential safety risks and elevating intrinsic safety at the source.
