▍BSMI Introduction Introduction of BSMI certification

BSMI is short for Bureau of Standards, Metrology and Inspection, established in 1930 and called National Metrology Bureau at that time. It is the supreme inspection organization in Republic of China in charge of the work on national standards, metrology and product inspection etc. The inspection standards of electrical appliances in Taiwan are enacted by BSMI. Products are authorized to use BSMI marking on the conditions that they are in compliance with safety requirements, EMC testing and other related tests.

Electrical appliances and electronic products are tested according to the following three schemes: type-approved (T), registration of product certification(R) and declaration of conformity (D).

▍What is the standard of BSMI?

On 20 November 2013, it is announced by BSMI that from 1st, May 2014, 3C secondary lithium cell/battery, secondary lithium power bank and 3C battery charger are not permitted to access to Taiwan market until they are inspected and qualified according to the relevant standards (as shown in table below).

▍Why MCM?

● In 2014, rechargeable lithium battery became mandatory in Taiwan, and MCM began to provide the latest information about BSMI certification and the testing service for global clients, especially those from mainland China.

This month, UL amended UL 1973 by adding nickel-zinc battery requirements and revising some test values for nickel-cadmium batteries and battery systems. The reason is that Appendix H does not include all rechargeable nickel chemicals.Appendix H, originally Alternative Methods for Evaluating Valve-controlled or Vented Lead-acid or Nickel-cadmium Batteries, is now Alternative Methods for Evaluating Valve-controlled or Vented Lead-acid or Nickel-zinc Batteries. The test conditions suitable for nickel-zinc battery are added to the test methods of overcharge, short-circuit, overdischarge, temperature and voltage resistance.
According to The General Office of the State Council’s opinion on deepening the reform of electrical and electronic industry management system: lithium-ion batteries and battery packs used in electrical and electronic products, power banks, and power adapter/charger matched with telecommunication end products, will be included in the compulsory product certification. Below are some news about certification & testing standards involved:The third draft of mandatory standard Safety Requirements for Lithium Batteries and Battery Packs for Electric Energy Storage Systems has been released. Now it is in the stage of suggestions, and the third draft discussion will be held later. This standard is the first mandatory national standard of energy storage lithium battery safety in China. It covers cell and battery pack testing methods for household energy storage or PV/telecom systems, usually a lithium battery pack of more than 100 kWh (Those are 100kWh may refer to GB 40165).
