Background

Korean Agency for Technology and Standard (KATS) released 2022-0263 circular on September 16^th 2022. It notices in advance the amendment of Electrical and Household Goods Safety Management Operation Instruction and Electrical Appliance Safety Standards.

The Korean government concerns that there lacks management system for ESS. For settled ESS, they still comply with Electrical Appliances and Household Products Safety Management Act, which means the cell of ESS should have safety certification, and BMU should have safety confirmation. However, removable ESS lacks a management framework, therefore Korean government plans to amend the policy and update the standard to support relevant industry.

The content of the circular are mainly about:

1. Amend Electrical and Household Goods Safety Management Operation Instruction, in which it amends the requirement of series model and component management, so as to cover more relevant products.
2. KC 62619 will be updated in accordance with the latest IEC 62619 standard. This will make it more convenient to certify the products with CB certificate, and all ESS batteries will be included in its management.

1. Series model: For a lithium battery system with a single module and using the same battery management system, the maximum number of parallel cells instead of parallel structure.
2. For BMS lower than 300 kWh, MOSFETs will be listed as the critical component (except for those not for battery protection).

Amendment of KC 62619

The update of KC 62619 is basically aligned with that of IEC 62619:2022, like:

1. Terminology aligning with international standard, like the terms of battery management system, the definition of flame (sparks and arcing are not considered as flame), adding the definition of maximum charging current, etc.
2. Add the requirement of battery management system design.
3. Add the requirement of system lock.
4. Add the terms of EMC.
5. Add the propagation test by laser irradiation
