▍What is PSE Certification?

PSE (Product Safety of Electrical Appliance & Material) is a mandatory certification system in Japan. It is also called ‘Compliance Inspection’ which it is a mandatory market access system for electrical appliance. PSE certification is composed of two parts: EMC and product safety and it is also an important regulation of Japan safety law for electrical appliance.

▍Why MCM?

On 14 November 2022, the Department for Business, Energy and Industrial Strategy issued a notice: with the exception of medical equipment, construction products, ropeways, transportable pressure equipment, unmanned aerial systems, rail products and marine equipment (which will be subject to different rules), products entering the UK market will continue to be marked with the CE mark until 31 December 2024, as follows:In November, METI issued a document on PSE certification for lithium batteries, tentatively confirming the timing of appendix 12 (JIS C 62133) to replace appendix 9. It is expected to be implemented in mid-December of 2022, with a two-year transition period. That is, appendix 9 can still be used for PSE certification for two years. After the transition period, it needs to meet the requirements of appendix 12.
The document also explains in detail why appendix 12 replaces appendix 9. Appendix 9 became PSE’s certification standard in 2008, and its test items referred to IEC 62133 standard of the day. Since then, IEC 62133 has undergone several revisions, but table 9 was never revised. In addition, there is no requirement to measure the voltage of each cell in appendix 9, which can easily lead to overcharge of the battery. Appendix 12 refers to the latest IEC standard and adds this requirement. In order to conform to the international standard and prevent overcharging accidents, it is proposed to use appendix 12 instead of appendix 9.
