UL 1642 added a test requirement for solid state cells

Short Description:

Project Instruction

UL 1642 added a test requirement for solid state cells,
UL 1642,

▍What is TISI Certification?

TISI is short for Thai Industrial Standards Institute, affiliating to Thailand Industry Department. TISI is responsible for formulating the domestic standards as well as participating in international standards formulation and supervising the products and qualified assessment procedure to ensure the standard compliance and recognition. TISI is a governmental authorized regulatory organization for compulsory certification in Thailand. It is also responsible for formation and management of standards, lab approval, personnel training and product registration. It is noted that there is no non-governmental compulsory certification body in Thailand.

There is voluntary and compulsory certification in Thailand. TISI logos (see Figures 1 and 2) are allowed to use when products meet the standards. For products that have not yet been standardized, TISI also implements product registration as a temporary means of certification.

▍Compulsory Certification Scope

The compulsory certification covers 107 categories, 10 fields, including: electrical equipment, accessories, medical equipment, construction materials, consumer goods, vehicles, PVC pipes, LPG gas containers and agricultural products. Products beyond this scope are fall within the voluntary certification scope. Battery is compulsory certification product in TISI certification.

Applied standard: TIS 2217-2548 (2005)

Applied batteries:Secondary cells and batteries(containing alkaline or other non-acid electrolytes – safety requirements for portable sealed secondary cells, and for batteries made from them, for use in portable applications)

License issuance authority:  Thai Industrial Standards Institute

Following last month’s addition of heavy impact for pouch cell, this month UL 1642 proposed to add a test requirement for solid state lithium cells. At present, most solid state batteries are based on lithium-sulfur batteries. Lithium-sulfur battery has high specific capacity (1672mAh/g) and energy density (2600Wh/kg), which is 5 times that of traditional lithium-ion battery. Therefore, solid state battery is one of the hot-spot of lithium battery. However, the significant changes in the volume of sulfur cathode during the process of delithium/lithium, the dendrite problem of lithium anode and the lack of conductivity of solid electrolyte have hindered the commercialization of sulfur cathode. So for years, researchers have been working on improving the electrolyte and interface of solid state battery. The standard GB/T 35590, which covers portable power source, is not included into 3C certification. The main reason may be that GB/T 35590 pays more attention to the performance of the portable power source rather than safety, and the safety requirements are mostly referred to GB 4943.1. While 3C certification is more about ensuring product safety, therefore GB 4943.1 is chosen as the certification standard for portable power source. This month, IMDG (International Maritime Dangerous Goods CODE) released a new summary of changes to IMDG CODE 41-22, which will be implemented from January 1, 2023. There is a 12-month transition period from January 1 to December 31, 2023, during which the previous version is still valid. The major changes regarding lithium batteries include the removal of the requirement to display a phone number on the lithium battery operating label, with a transition period until 2026.
